There is a phrase we use at Leverage Leadership that captures exactly what great management development should do: LeverageForward. It means building on existing strengths and moving leaders forward to what is next. Not starting over. Not discarding what works. Building deliberately, with intention, on a foundation that is already solid.
The recent announcement from the Department of Higher Education and Training has created precisely that kind of moment. The extension of the legacy qualification phase-out means that the trusted Generic Management NQF Level 4 (SAQA ID: 57712) remains open for new enrolments until 30 June 2028, with learners able to complete their studies until 30 June 2031. [1]
For businesses and emerging leaders, this is not merely an administrative reprieve. It is a strategic invitation to invest in a qualification that has consistently proven its worth in developing capable, confident front-line managers, moving beyond mere compliance toward genuine capability building.
The Significance of the QCTO Extension
The Quality Council for Trades and Occupations (QCTO) transition is a fundamental reform aimed at bridging the gap between theoretical knowledge and practical workplace application. [2] While the shift toward occupational certificates is necessary for the future of South Africa's skills landscape, the reality is that many organisations still rely on the robust, broad-based structure of the legacy Generic Management qualifications.
The recent directive from Minister Buti Manamela grants targeted extensions to pre-2009 qualifications, acknowledging that certain programmes require further transitional support. Of the 1,475 pre-2009 qualifications that reached their registration end date, 630 were approved for learner enrolment extensions following consultation with stakeholders. [3] Generic Management NQF 4 is among those that have received this recognition.
This extension provides a critical timeframe for businesses to upskill their team leaders and supervisors using a curriculum that has been the backbone of management training in South Africa for years. As highlighted in recent industry discussions, training should not be a tick-box exercise. [2] It should LeverageForward your leaders, making sure they are better equipped for their leadership roles today and tomorrow.
Why Generic Management NQF Level 4?
The Generic Management (NQF 4) qualification, which we at Leverage Leadership call The Leader's Journey, is designed specifically for junior managers, team leaders, supervisors, and high-potential employees. [4] It addresses the often-difficult transition from being an individual contributor to managing others.
The qualification covers four core pillars that are essential for any new leader:
Module | Focus Areas |
Leading: Ignite The Leader In You | Leadership, team motivation, diversity, coaching, ethics |
Organising and Controlling: Direct The Leadership Process | Performance management, budgeting, recruiting, customer service |
Planning: Activate Your Leadership | Time management, problem-solving, meeting facilitation |
Communication: Maintain Your Leadership Influence | Written communication, presentation skills |
The qualification is built on 150 credits and spans 12 to 18 months, providing a structured, comprehensive learning journey that develops management competencies across four key domains: leadership, self-management, people management, and management practices. [1]
What the Outcomes Deliver
The Generic Management NQF 4 qualification equips learners to gather and analyse information to understand business impacts, comply with organisational standards, motivate individuals and teams, manage budgets within their area of responsibility, drive work unit performance to achieve goals, and uphold ethical conduct in the workplace. [1]
These are not abstract competencies. They are the practical building blocks of effective management, applicable across every sector and industry in South Africa. The qualification introduces key terms, rules, concepts, principles, and practices of management in a way that enables learners to be informed managers in any occupation.
The Leverage Leadership Difference
At Leverage Leadership, we are fully QCTO-accredited to deliver this qualification. But accreditation is only the beginning. We believe that generic training models no longer serve the diverse, complex reality of South African workplaces. As our Director, Nadia Leita, recently noted in SME South Africa, "We cannot continue with cookie-cutter approaches to learning in a country as diverse as ours. Training needs to reflect the environments people work in, the challenges they face, and the strengths they bring." [2] Our approach is deeply human-centred and highly customised.
Every cohort we run is contextualised to the business environment of the learners. Our sessions are interactive and practically grounded, and we supplement the programme with optional one-on-one coaching to ensure that every participant can apply what they learn in their specific role. The result is not just a qualification, but a genuine shift in how leaders think, communicate, and manage.
Our clients have seen measurable results: zero dropout rates in some cohorts, improved team performance, and leaders who describe the programme as life-changing. That is what it means to truly LeverageForward. Not to train for compliance, but to build leaders who carry their growth into every team, every conversation, and every decision they make.
Seizing the Opportunity Before June 2028
The 30 June 2028 enrolment deadline is firm. [1] After this date, no new enrolments for Generic Management NQF 4 will be permitted, and businesses will need to transition entirely to the new QCTO occupational certificates.
If you have team leaders, supervisors, or high-potential employees who need a structured, comprehensive introduction to management, now is the time to enrol them in The Leader's Journey. It is an investment in your organisation's future capability and a commitment to developing leaders who lead with intention and integrity.
The window is open. The qualification is proven. The accreditation is in place. All that remains is the decision to LeverageForward.
